Missing middle housing refers to the range of residential building types between single-family homes and large apartment buildings — duplexes, triplexes, fourplexes, townhomes, and small apartment buildings of 5–8 units.

These building types were historically common in Dallas’s older urban neighborhoods but largely disappeared from new construction for decades due to zoning restrictions. They provide more housing at a human scale — compatible with residential neighborhoods but significantly more efficient land use than single-family detached homes.

Design and permits only? Many developers use UTES for multifamily design, engineering drawings, and permit packages only — then proceed with their own general contractor. No construction contract required.

Effective May 2025, the City of Dallas updated its residential code to allow duplexes through 8-unit buildings on qualifying residential lots under the simpler residential permitting path — rather than the more complex and expensive commercial building code. This change dramatically reduces the cost and complexity of building missing middle housing in Dallas neighborhoods. UTES has completed over 200 multifamily projects and brings more experience to this building type than any new entrant in the Dallas market.

Free zoning & feasibility review

We review your property’s zoning district, lot size, and dimensions to confirm what unit count is permitted under the May 2025 Dallas residential code and identify any variances or approvals required.

Design development

Architectural design developed based on maximum permitted density, your investment goals, and target rental market. Unit layouts, parking requirements, and setback compliance reviewed at this stage.

Structural engineering

PE-stamped structural engineering drawings prepared — foundation design, framing, load calculations, shared wall assembly, and fire separation requirements. All drawings formatted for DallasNow submission.

DallasNow permit submission

Complete permit package submitted through DallasNow. UTES manages all city communications, responds to plan examiner comments, and tracks permit status through to approval.

Construction & inspections

Permit issued — construction begins. UTES manages the full build with regular progress updates, budget reporting, and quality control. All city inspections coordinated and managed in-house.

Certificate of occupancy

UTES obtains the Certificate of Occupancy for each unit — the final city sign-off that makes the building legally habitable and ready for tenants or sale.
